During this time he has managed every facet in the life cycle of a GIS project, from scoping and cost estimating, to software development, implementation, and training. Randy’s extensive GIS development roles focused mainly on environmental and transportation applications.
Dave Bouwman

With over 10 years in the GIS development industry, Dave is well versed in designing and developing ArcIMS, ArcGIS Server, ArcMap, and ArcObjects applications, geodatabases, and relational databases. As a lead software architect, Dave works with clients to design custom GIS software solutions, creates required object frameworks, and leads development teams for web and desktop applications. Dave is also well versed in Agile software development methodologies and is a Certified ScrumMaster. Dave holds a Bachelors Degree in Geology from Carlton University.

Lakshmi has over 6 years of experience developing Web and Database Applications using C++,C#, VB.Net, Oracle, MS SQL Server. She also possesses extensive knowledge in the fields of software design and development and with a strong emphasis on object oriented programming and design patterns. She has worked on applications in several industries including healthcare, finance, advertising and marketing. She has bachelors in business administration and masters in software technology from Hyderabad, India.

Derek has over 8 years of experience developing Web, GIS, and Database Applications for DOT, State, and local clients. He is proficient in the use of .NET, Java, Perl, Oracle, MS SQL Server, and all ESRI products. He has been an integral part in the development of custom databases. His web-enabled databases and GIS have made it possible for clients to manage huge amounts of information in a way that is user-friendly and accessible.
Jeff Germain

Jeff Germain

Jeff has over 8 years of programming and application development experience with ESRI’s GIS software. He is well versed in developing applications for ArcGIS using Microsoft .NET technologies. Jeff is a developer who is known for tackling the most complex tasks on development projects and producing innovative, ground breaking solutions for GIS applications. Jeff holds a Bachelors Degree in Resource Management from Colorado State University.
Mike Juniper

Mike Juniper
Application Developer

Mike has more than 5 years experience as a GIS developer and database/general application developer. He is an extremely resourceful developer with a proven record of finding creative solutions to complex problems. His expertise also includes the design and development of geodatabases and topological rule bases for spatial editing. Prior to joining the DTS team, Mike developed numerous GIS applications for Ramsey County in Minnesota, and was part of a team which was honored with a Special Achievements in GIS award from ESRI in 2005.
Brandon Niemczyk

Brandon Niemczyk

Brandon has four years of experience creating database software and GIS software for State and Municipal governments. He has written software in numerous languages, including Python, C, Perl, Boo, and C#. Currently, he specializes in the creation of GIS software, working with the DTS team to maintain and write various programs, including Traffic Concurrency addins for ArcMap.
Rusty Phillips

Rusty Phillips

Rusty has four years of experience working on various engineering programming projects. He is proficient in administration of Linux operating systems, and in numerous languages, focusing primarily in C,C++,perl, Java, and Matlab. He holds a masters in Computer Engineering from Purdue University and a bachelors in Computer Science from the University of Central Florida.
Charles Cartee

Charles Cartee
Application Developer

Charley taught computer engineering at the University of Central Florida and worked at computer game design company before joining DTS. He is well versed in C/CC++, Perl, HTML, Java, and a variety of other programming languages and applications. He is currently working on new interfaces, the FDOT Environmental Screening Tool, an application to generate maps in PDF format, and a new mechanism for large scale changes to ArcIMS AXL files.
